Can anyone tell me WHAT MOVIE IS THIS?

It takes place in a school where it has been raining and sunless since everyone can remember. There is one girl that draws pictures of sunlight and flowers and everyone thinks she's crazy. Some kids lock her in a broom closet and at the same time the sun comes out for the first time. The kids leave the girl and go play in the sun and the girl only catches a sliver of light through the door before it leaves as quickly as it came. Anyway, That's all I can remember. I watched it as a kid and cannot remember the name of it! HELP!!
