Exolfiate/shave before sunless tanning?

I am using Jergens natural glow express for sunless tanning. This is my first time tanning ever. I have extremely pale skin, so I am hoping this works. Should i exfoliate and then shave? or shave then exfoliate? I am afraid that if I were to exfoliate after shaving, it would burn. Thoughts? Thanks!
