Is it possible for sunless tanner to not be effective?

ive been using it on my face and i feel like its washing off daily only off my face. my face looks pale in the morning when i wake up before i apply it after my shower. theres also a line along my jaw that you can see the whtie face vs. my tan neck. any suggestions?
